relevant history: Rhiannon is the firstborn daughter of Lord Saraf and Lady Vynia, and older sister to a girl called Shivis. They lived a life that could be expected of the daughters of a Lord Holder, for the most part. Hold Nezehm has, for all its history, been a good friend to the Weyrs of the Northern Continent, readily supplying goods and Candidates to them whenever Hatchings took place. Even as the Weyrs slowly died, leaving only the strong-willed and unchecked governance of Tazum Weyr, Lord Saraf still offered all that he could to keep the place running. And when they were old enough, that included sending his daughters as Candidates. When they were 20 and 18, respectively, Rhiannon and Shivis were sent to Tazum Weyr with hopes of becoming dragonriders. That hope came crashing down when a bleached dragonet turned and mauled Shivis to death before Rhiannon's very eyes, sending the remaining Candidates scrambling for their lives. Rhiannon was sent home after that, alone and bearing the news of what had happened. The entire family fell into a period of grief, but Saraf was struck the most intensely, spiraling into a depression from which he ultimately would not recover. The Lord wasted away in his chambers, leaving Rhiannon to take up the mantle of Lord. And so she did.
relevant views on current events: To Rhiannon, the Bleaching is the worst thing to happen on the Continent, which shouldn't come as any surprise. She believes that dragons touched by the Bleaching are so incredibly unpredictable and dangerous that they should never be allowed to touch a human, and while she would never show it outright, she's afraid of them. The tensions between the Holds and the Weyr are understandable, she believes, and she seeks to intensify it and keep pressure on the Weyr until the Holders are treated as people, not just pieces of meat to parade in front of dragonets in the hopes that they'll Impress. She wouldn't mind at all if the Weyrleader was replaced with someone more sympathetic to the plight of the Holders, and hopes that someone out there in the Weyr can fulfill that role before much more blood is shed.

She despises Tazum Weyr, both for their forceful hand over those living in the Holds and for being directly responsible for her sister's death and, indirectly, her father's. While she recognises the immensely important role dragonriders have played and continue to play in the world, she wants nothing more than to knock them down a peg and make them realise that the Holders are not their chattel. However, she knows that turning her Hold in her favor will be a difficult task to undertake, after years of friendliness and willing aid of the Weyr and the fact that she is both young and an almost-unheard of female Lord. Ultimately, her goal is to ally the Holds in order to stand up to Tazum Weyr and enact some sort of change... even if she's not so clear on exactly what that is yet.
